Instead, The Times reported, some Israeli military officials believe that Israel may have to use diplomatic channels — as opposed to military strategy — to recover the hostages from Gaza. But as of December, three of its top leaders remain at large, including Mohammed Deif, the head of Hamas' military wing who masterminded the October 7 attacks. In addition to Israeli military sources interviewed by The Times, European officials have also criticized Israel's military strategy and urged it to reconsider engaging in peace talks.

CNN —Israel has proposed that Hamas senior leaders could leave Gaza as part of a broader ceasefire agreement, two officials familiar with the ongoing international discussions told CNN. Senior Hamas officials are known to live in Doha, Qatar, and the Lebanese capital Beirut, among other places outside the Palestinian territories. That, combined with the “enormous pressure” on Netanyahu and his government to bring hostages home, Miller said, has created a situation where Israel would be willing to propose having Hamas leaders leave Gaza. While it’s unclear whether in private discussions Israel has named which Hamas leaders they would hope to leave Gaza, there is no bigger target than Yahya Sinwar, Hamas’ top official in Gaza. WASHINGTON (AP) — The United States on Tuesday said it imposed a third round of sanctions on a group of Hamas officials, members of the Palestinian Islamic Jihad who work to transfer money from Iran to Gaza, and a Lebanese money exchange service that facilitates the transfers. The Treasury Department sanctions, coordinated with the United Kingdom, come in response to the surprise Oct. 7 attack by Hamas on Israel that left roughly 1,200 people dead or kidnapped. The sanctions block access to U.S. property and bank accounts and prevent the targeted people and companies from doing business with Americans. This and two previous rounds of sanctions against Hamas and its affiliates are aimed at protecting the international financial system from abuse by Hamas militants and their enablers, the Treasury Department said. The State Department also is designating a Palestinian Islamic Jihad military leader for diplomatic sanctions.

Oct 30 (Reuters) - The Palestinian group Hamas launched a surprise attack from Gaza into Israel on Oct. 7, triggering an Israel-Hamas war that marked the most serious escalation in the Israeli-Palestinian conflict in many years. It is designated as a terrorist group by Israel, the United States, European Union, Canada, Egypt and Japan. Hamas's 1988 founding charter called for the destruction of Israel, although Hamas leaders have at times offered a long-term truce, or Hudna in Arabic, with Israel in return for a viable Palestinian state on all Palestinian territory occupied by Israel in the 1967 war. Since then, there have been numerous rounds of conflict with Israel, often involving Hamas rocket attacks from Gaza into Israel and Israeli airstrikes and bombardment of Gaza. Although a Sunni Muslim group, Hamas is part of a regional alliance comprising Iran, Syria and the Shi'ite Islamist group Hezbollah in Lebanon, which all broadly oppose U.S. policy in the Middle East and Israel.

Targeted for Wednesday's sanctions action by the Treasury Department's Office of Foreign Assets Control are members who manage a Hamas investment portfolio, a Qatar-based financial facilitator with close ties to the Iranian regime, a key Hamas commander and a Gaza-based virtual currency exchange. “Enough is enough,” Deif, who does not appear in public, said in the recorded message. He said the attack was only the start of what he called Operation Al-Aqsa Storm, and he called on Palestinians from east Jerusalem to northern Israel to join the fight.

A strike on Gaza killed the head of Hamas’s aerial systems unit that was responsible for coordinating last Saturday’s assaults while another strike killed a commander who led the attack, the Israeli military said. Israel continues to target Mohammed Deif, the head of Hamas’s military wing, and Yahya Sinwar, the group’s leader in Gaza. “The face of evil in the end is Yahya Sinwar. He’s the mastermind behind all this,” said Richard Hecht, a spokesman for the Israeli military. “He’s a dead man walking.”

During the Gaza War in 2014, Deif led Hamas's offensive strategy, the State Department said. Despite his pivotal role in some of Hamas's most notorious attacks, Deif remains an elusive figure. Israeli officials say the Hamas attacks have so far killed more than 1,200 Israelis, according to the UN's Office for the Coordination of Humanitarian Affairs. One Hamas source told Reuters that Deif and Yahya Sinwar, another leader of Hamas in Gaza, made the call to prepare the attack on Israel. Israel, in response, formally declared war on Hamas on Sunday and has since led a nonstop bombardment of the Gaza Strip for the past several days.
